The Woodstock City Council has agreed to rent its building on Jackson Street to Pioneer Center so the nonprofit can relocate its behavioral health services program.
Centegra Health System – now Northwestern Medicine – donated a former medical building, 13707 W. Jackson St., near Emricson Park, to the city in July.
Pioneer Center wants to move into the building, which eventually will be targeted for redevelopment because of its location within the newly established Downtown TIF No. 2, according to city documents.
Pioneer Center currently operates its Child and Family Therapy Center, which offers individual and family therapy, at 101 S. Jefferson St. in Woodstock, according to city documents.
The lease is proposed for 10 years, but the nonprofit will be able to terminate it at five years, according to city documents. Rent will be set at $12,315 annually for the first year and $18,200 annually for years two through five. The city will raise the rent 2.5% in the following years to account for inflation, according to city documents.
The lease is set to begin July 1, and the center expects to sign an official contract in the next week or two, Pioneer Center Co-CEO Frank Samuel said.
The city plans to complete “initial repairs and improvements,” which will cost about $14,000. Woodstock also will finance up to $75,000 to help with other building improvements that Pioneer Center will be responsible for, according to city documents.
Pioneer Center will have to repay any of those dollars, plus 2.5% interest, over the first five years of the lease, according to city documents.
Pioneer Center is barred from using the facility as an overnight shelter, except in limited circumstances that would allow the agency to shelter a homeless youth for one 24-hour period a person with supervision, according to city documents.
The city retains rights to 10 parking spots on the south end of the parking lot near Emricson Park, and residents can still use the lot when the center is closed, according to city documents.
The 12,138-square-foot building has a full basement with 4,000 square feet of finished space.
Pioneer Center is a nonprofit social services agency that provides behavioral health, homeless, intellectual and developmental disability services in McHenry County, with Woodstock and McHenry locations.
